Rockefeller Sr. used to have Orange City Mineral Springs water sent directly to him whenever the trip was made. He even used it as a bathing pool. The City of Orange City has an elected council-manager government. The city council consists of one mayor and six council members, who serve overlapping four-year terms. The city council acts as the elected legislature and governing body that is responsible to establish policies, approving an annual budget, approving local ordinances and laws as well as hiring and supervising the city manager, the city attorney, and the municipal clerk. The council members and the mayor are elected by the city's citizens and must live within the corporate limits of Orange City. Five districts (five) and one at large are available for council members.
