Check if Public folder sharing is turned on/off. You will need to turn this on in case you would like to share files on the public folder. Expand the section once more by clicking on the arrow and click Turn on. This will allow anyone inside the network to look at the public folder of your system. Users will be able to change and create files also. You may again be asked to present the admin password for authentication.
